Windows 10: Unable to connect to LocalDB or update SQL Server

Power BI Desktop Cannot connect to SQL LocalDB Database

I’m using Windows 11 and I have an SQL LocalDB database that is accessed by a desktop application and Power BI desktop. It used to work normally but recently I started having connection issues, as described below. The localdb server has a named instance accessed using database authentication.

Sequence:

1- Restart the machine, check the state of the instance from the command prompt, the instance is not running

2- Open Power BI Desktop, click Add data and try to add anything in the database, all is good and the connection is fine.

3- Check the instance state from the command prompt again: same as above (so I can query the database from Power BI, while the instance is not running).



4- Open the desktop application, the application cannot connect to the database and throws an exception at the Connection.Open method with this error message:



A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: SQL Network Interfaces, error: 50 - Local Database Runtime error occurred. Error occurred during LocalDB instance startup: SQL Server process failed to start.



And the following message is repeated in the Windows Application event log:

Windows API call WaitForMultipleObjects returned error code: 575. Windows system error message is: {Application Error}

The application was unable to start correctly (0x%lx). Click OK to close the application.

Reported at line: 3621.



5- Try to start the instance from the command prompt:

6- Restart the machine again. Checking the state of the instance in the command prompt gives the same result as above (instance not running).

7- Start the desktop application that accesses the database, it starts normally, no connection errors.

8- Check the Instance state:

9- Start Power BI desktop and try to connect to the database, it won’t connect. The following error appears

SQL LocalDB intercepts Installation for Veeam Agent For Windows

I have a problem with SQL localDB 2012, I tried to Install a Backup application called Veeam Agent For Microsoft Windows. but unfortunately, intercepts by SQL localDB. I hope anyone has a solution.
