Windows 10: Unable to create a new file on my new laptop which runs on windows 10

i got this new laptop 3 days ago and whenever i hover on new it only shows an option to crate a new folder but no text files, word document anything etc. On the only new folder options it displays a security sign . can anybody help me out ?
