Windows 10: Unable to create a new user admin account without current admin permissions

I am trying to create an admin account for myself a work. I am currently using an old account from a previous employee as all other accounts are password protected. I nor my employers have the passwords for any of these accounts. The password protected accounts are admin accounts as well, so without the password, I am unable to create a new admin account or edit in the command prompt to create a new account. I have trouble shot and tried many methods to resolve this problem, but I am unable to. I was given a username and password for a new admin account for myself, but I cannot enter this info

I am unable to determine if the computer is on a domain or network without using the command prompt, which I cannot use without admin permissions/password. Also, I tried turning the computer off, then on, but there is no option for "other user."
