Unable to create a recovery drive with a 32GB or 64GB USB drive

I am trying to make a recovery drive using the built-in Recovery Drive app. When Recovery Drive asks me to connect a USB flash drive of at least 32GB, I tried connecting both a 32GB USB drive and a 64GB USB drive. However, the 'Next' button remains grayed out and I can’t continue.

  2. Create a recovery drive formatting 64GB USB drive as 32GB

I have a 64GB USB drive formatted as NTFS but when I try to use it to create a recovery drive, it is reformatted as a 32GB Fat32 drive. I want to use the recovery drive to store the data currently on the hidden recovery partition but the completed recovery
drive only has about 8GB of data on it which is no where near the size of the recovery partition.

Is there a way to make the recovery drive creator use the full capacity of the USB drive?

After creating 32gb windows recovery drive, will adding another partition affect usability as recovery drive(drive 64gb total or larger)?

After creating 32gb windows recovery drive, will adding another partition affect usability as a recovery drive The drive is 64gb total or larger, and the new partition would be there for current essentials like a pst file.
