Windows 10: unable to down load file

I can not download file on my computer. It started recently that every time I tried to download file it says that "... contained a virus and was deleted." I tried to change privacy setting but it didn't work. I also tried to uninstall anti virus, still not working.... Help

Step by step guide:
1. Hold Win+r to open run
2. Type msconfig and hit ok or enter
3. Click Services
4. Navigate to Windows search (you can sort the list in descending alphabetical order)
5. Uncheck tickbox
6. Click apply then ok
7. Select to restart now

when windows loads it has a list of files to load.. if it cant find a file on its list it has several tries to load it before giving up and moving on to the next one..

for this reason missing or corrupt files can slow down the boot time significantly..

You can also run the System File Check tool to check if there is system file corruption.
To run the tool, follow these steps:

• Right-click (or press and hold) the Startbutton, then select Command Prompt (Admin).
• Enter sfc /scannow
