Windows 10: Unable to download Chinese input on windows 11

How can I download the basic Chinese input on windows 11? When I download it, it says that I can't download. Please help, thank you!

On windows 11, the Chinese input looks like windows 10. Is there a way to fix this?

Unable to install Chinese traditional input pack, Windows 10 1803

1. Are these laptops connected to domain network? Yes
2. Do you get any error message or code when you try to install? It shows "Downloading Language Dictionary...(Thanks for waiting, and please connect to internet)".
3. Is the issue specific to Chinese Traditional input language? Yes, only for Chinese Traditional input.
