Windows 10: Unable to download Microsoft To Do app from store

I'm unable to download one of my favorite productivity apps - Microsoft To Do - from the Microsoft Store. I'm trying to install it on a brand new PC. I've verified I'm signed into the store fine. Each attempt to install, I click on the Install button and it goes to "resuming download 40.96MB" and hangs. After a while it pretends that it has installed, but never completes and is not available for use.


I've tried running wsreset several times as well as clearing the local cache files. I'm at a loss for what to do next. For now I'm using the app via my iOS phone and on the PC via browser.


Has anyone else experienced this? Any hints or tips appreciated!

In case that the troubleshooter didn’t help on this matter, we suggest that you reset the Microsoft Store. Kindly follow the steps:

• Press Windows + R keys to run the command box.
• Type WSReset, then try downloading the app again.

I suggest you to login through administrator Microsoft Account and perform the below steps and check if it helps:

Step 1: Re-register the Store App and check.

• 
  Right click on Start button on the desktop and select
  Command Prompt (Admin).
  
• 
  Here, User Account Control window pops up and click on
  Yes to open Command Prompt with administrator privileges.
  
• 
  Type the below command in the Command Prompt:

  powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
