Windows 10: Unable to download windows 11 ISO. Blocked Error

Hi, I am on mac currently and I am trying to download the Windows 11 ISO so that I can re-install it on my windows PC. However it is complaining that download is blocked. I have seen solutions to use the MCT, but I do not have another windows machine to do this with. Is there really no other way to other than to buy ANOTHER copy? My key is still good, I no longer have my USB drive so need this ISO to make another bootable USB.

23H2 ISO is the latest version. You can download it using the Windows 11 Media Creation Tool.

Hi. I was trying to download Window 11 ISO file; however, there was an error code saying that it was unable to complete the request which some users, entities and location are banned from using this service. I am wondering if there was any misunderstanding and why am I banned from downloading Window ISO file?
