Windows 10: Unable to install 2023-09 Cumulative Update for Windows 11 64 bit

I’ve had trouble attempting to install the newest cumulative update for Windows 11 on my pc. At first, for a few times, I could download it, and then when I went to restart and install it, it would reach 97% and then get a message saying that “something didn’t go as planned”. So when the pc came back on, I was again given the option to download and then when I tried to install, I’d get the same thing. That happened a few times. I ran the DISM/check-health and it said there were no problems. The troubleshooter only came up with “detected issues related to windows update” but couldn’t tell me wh

Cumulative updates for Windows 10 and Windows 11 - September 2023

I updated with this latest install yesterday. - 2023-09 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5030219)

Since the install, my cpu has been stuck at 0.80 ghz where normally it is 2.20.

Any suggestions on why this is and what I can do to resolve it?

how to fix 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706)

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:
