Windows 10: Unable to install Adobe Photoshop due to error notices - need to upgrade to allow for...

I am unable to install Adobe Photoshop due to lacks in my system. I keep getting error notices - * Error at loading of ippCV library* Photoshop requires SSE 4.2 or later to install.*Your application is dynamically linked with Intel® IPP libraries, version 2020.0.1 r0x35c5ec66.No DLL from the list below no list is found on the system search path: ippcvm7.dll for my PC.Please provide a path to at least one of them. I need to upgrade somehow to allow for installation of Photoshop! How do I fix these problems?

Adobe Photoshop app

Cannot open up Adobe Photoshop due to error message 400. When I was previously successful at opening up Adobe Photoshop, I was unable to share the scanned photos with email recipients or with other programs on my computer. Suggestions please. Thank you,

Adobe Photoshop hangs

Photoshop starts to load, then hangs on "Reading Text Global Resources... Done" The problem started on Windows 7, so I hoped that when I changed to Windows 10 the problem would stop, but it still persists. The latest version of Photoshop is not for sale,
only for a lease on a monthly payment, so I didn't go for this, as I don't uses it often enough.
