Windows 10: Unable to install any software in window 10

I unable to install any kind of software. Facing a problem "You will need a new file to open this .exe file"I unable to understand how to resolve them. I attach a SS. Pls help me.

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

Many people across the world have this issues .So you need the proxy etc thing to get it to work.
