Windows 10: Unable to Install .exe file

I have a Win10 laptop. I'm trying to run setup.exe from a DVD. I get a msg: "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access them." My DVD works fine. I am the administrator on my laptop and there are no other users (confirmed in Accounts menu). Never had problems before. I've run system check just in case, it corrected something. I rebooted and tried the exe again and got the same msg. Any ideas?

I changes .exe (Default) files data value, and now I can't open .exe files. Can anyone tell me the normal data value for .exe?
