Windows 10: Unable to log in and pin reset is not sending an email

I've been trying to log into my account for the last 2 hours. I was able to use Recovery to enable and use the Administrator account but no matter what I do, I can't reset the pin or force use a user/pass....Tried:NGC folder wasn't there, so i created one. As per your suggestions I understand that your IP address might have blocked.

Do let us know the type of the email address you are using (live.com/ outlook.com/ Hotmail.com)?

Also, is this issue specific to the particular recipient?

I suggest you to try the below and check if it helps.

Step 1: I suggest you to log-in to the online account, try to send an email to the recipient and check.

Step 2: Try to log-in to the web browser, perform step 1 and check.

If the issue still persists, I suggest you to contact the ESP/ ISP service provide and check if that helps.

I suggest you to try the steps provided below and check if it helps.

• Click on Sign-in options on the log on screen. Select Microsoft account.
• Try logging in using Microsoft account and password.
• Once you log into the system, try to change the PIN under accounts/sign-in page.
• Select the Start
  
  button, then select
  Settings > Accounts > Sign-in options.
• Try to reset the PIN.
