Windows 10: Unable to log in normal & safe mode

I have a Dell Inspiron Computer 7777. It was connected to a Canon printer Pixma MG 2520. Initially the problem started -desktop will not recognize the printer Although I could scan. Canon installed updated driver. Now, my computer will not start in a normal mode. Thereafter, I logged in a safe mode. After few days, I could not start in a safe mode. Tried all known options in discussion with Microsoft Agents. Thereafter, I tried to reinstalled Windows 10. This attempt also failed. I am a senior very old and frustrated. Any help will be greatly appreciated. Immediate goal to save files fro

I appreciate if you could answer few questions to narrow down the issue and to provide you better assistance.

• What error do you get when you try to boot in normal mode?
• Did you entered Safe mode through Windows Recovery Environment or through System Config?

I suggest you to try the below given steps and check if it works:

• Press Windows key + R and type msconfig and hit enter.
  
• On the General tab, tap or click the Normal Startup option.
• On the Boot tab, uncheck all the option under Safe mode.
• Tap or click OK, when you are prompted to restart the computer, tap or click Restart.

Cannot Enter Safe Mode / Computer boots normally

I'm running Win 10 Pro 1903.

Here are the steps I have taken to get into safe mode: Start button, settings, update and security, recovery, advanced startup, troubleshoot, advanced options, startup settings, restart. The computer boots normally, not in safe mode. Any suggestions would be most helpful. Thanks in advance for your help and interest. .

I understand that as repeating the basic problem. Is that what you mean? I can't tell you why- some sort of corruption- hence all the steps I'm suggesting. Please try each in turn.

The first are to check for basic forms of corruption and so proceed onwards in order.
