Windows 10: Unable to login or reset my VLSC account

I have taken over as the Tech Director for a local school district and I am unable to login to the VLSC account. I am also unable to reset the password because the previous Director put his personal cell phone in for verification and he has be completely unwilling to help me with this issue.What do I do to resolve this? I called but they said I needed my SLA number? I can't find any record of this anywhere.

If the user account is a Microsoft account, Reset Microsoft account password and
check if you are able to login into the administrator account using the reset password on the computer.

MS account lockout. Unable to reset.

I am locked out of my MS account. All directions point to conventional reset help / support page requiring text verification code to reset. Problem is, I am in a rural locale (no cell service .. no texting) so unable to use that method. No other reset method appears to be available.

It is impossible to get help from MS so am VERY grateful to have found this support forum. Hope someone can help. (In any case) thanks (in advance) for suggestions.
