    This is weird.

    I was going to just leave with that but I figure it might help to explain...lol

    I have Windows 10 Pro 64 bit

    First I had trouble getting into my bios as the keyboard and mouse did not initialize until the log in screen showed up.

    I was able to find out how to get the PC to automatically go into the bios from windows. But when I got there I could not do anything because the USB keyboard and mouse were not enabled.

    I was finally able to get my PS/2 keyboard working. I got into the bios and discovered that partial USB support is enabled so the keyboard and mouse should work. I enabled full USB support anyway. Booted it up then restarted and my USB keyboard and mouse still do not work.

    So I restarted and got into the bios via my PS/2 keyboard and went to overclocking like my original intention was. I set all my values, booted it up, waited for my stress test software to update then started the stress test. It was then I realized that there was no OC at all, along with no turbo. I had turned off the turbo anyway as normal. I went into the bios and all my OC settings were still in place. But they never showed up in Windows. I have some OC values that were set before like XMP and the spread spectrum on both CPU and PCIe set to disabled.

    Should I reset my bios or could this be a new Windows thing with both the OC values and the USB not starting right away?

    My system:
    i7 4930k on an Asus Rampage IV Black ed MB
    32gb of G.Skill Trident X 2133mhz RAM set through XMP.
    EVGA GTX 980

    Looks like you are running a Standard account.

    First thing, have you tried to use the USB in another device to rule out if the USB itself is faulty?

    Windows doesn't always recognize OCed values, specially if OCed by changing BLCK, you may want to use a third party program for monitoring.
    You also may want to look at your Power plan and it's Advanced options for minimum and maximum CPU percentages and Core parking if it exists.

    I looked at my power plan and it is set to performance as I had reset it to after the anniversary update. I am OCing by changing the changing the ratio. I have not tried using the bclk to OC on this board yet. I use CPU-Z and GPU-Z to double check any OCing I do for the CPU and GPu respectively.
    I was using OCCT to do the stress test and it was in there I noticed it was still saying 3.4 ghz. Then I checked in the AI suite and it indicated the same thing. I then quadruple checked first in task manager and finally in CPU-Z. They all indicated 3.4 ghz.

    I just reflashed my bios and double checked the USB boot options to ensure my USB keyboard and mouse would boot up. The bios is set to partial support so the keyboard and mouse should work . It still does not. The only way I can get into the bios is by using a PS/2 keyboard. The OC is one thing but not having any USB support until the OS starts is another. I believe it is in windows itself.

    A couple of things I've had to deal with working with clients' computers, one is that the BIOS USB is set to Legacy [gives built-in support for USB 1.1 and USB 2.0] and the other is to plug into USB 2.0 ports for boot devices, the drivers for USB 3.0 don't load until the OS loads.

    The thing is the keyboard and mouse used to work just fine in the bios before. Now they do not for some reason. The Keyboard and mouse ports are 2.0 ports so they should work fine.
    I found out the hard way that USB 3.0 does not boot up correctly. I have a Logitech G13 board and it does not boot up right all the time when connected to a USB 3.0 port but works fine in a 2.0 port.

    Regardless, I was just told to first clear the CMOS then reflash the bios to see if that works by tech support.

    Clearing the CMOS and reflashing the bios had no effect on this issue.everything is as it was before. My USB keyboard and mouse still do work until the OS loads. They are both on USB 2.0 ports (specifically in the ports for the keyboard and mouse).
