Windows 10: Unable to open apps, missing desktop icons and taskbar, Windows not responding on HP laptop...

Hello,I recently attempted to restore my system using a restore point created by IObit Uninstaller on my HP laptop running Windows 10 but the process was unsuccessful. I then tried again in safe mode and it worked, but afterwards, I was only able to see a black screen with my mouse cursor. I restarted my laptop and it appeared to be fine, but upon logging in, certain problems arose. All of the icons on my desktop have disappeared, including the taskbar. I am also unable to right-click, open the task manager using ctrl+alt+delete or open any apps. Whenever I click on the taskbar, a message pops

ALL icons missing/blank (desktop, taskbar, explorer)

Hi all,

• - Had the laptop hooked up to the TV last night via HDMI
  - Unplugged, then closed lid - putting it to sleep
  - Turned on today, no icons whatsoever.
  
  
  - Tried restarting the laptop
  - Tried restarting 'explorer.exe'

Any tips for getting them back? It's annoying the hell out of me!

Hello everyone, I've been using Windows 10 for a year and I encountered several problems throughout the year, but I managed to fix it most of the time. However, this time, the issue isn't just a single problem (like the icons missing), but several problems
at the same time and I'm running out of both solutions and patience, so i try to seek help. here are my problem :

At school, I close my laptop and went home. (The laptop is showing desktop with 2 minimized apps) [note that at school everything is normal even when i close it]. At home, I open my laptop, sign in, and however,
the desktop icons are blank, showing nothing but just the app's title. Even the taskbar's icons are showing this white icons. Interestingly, apps can be opened from the white icons on the taskbar, except file explorer. Whenever I try to open file explorer,
either it's Win+E, click it on taskbar, or even at Start, it won't open, instead, the taskbar and the desktop will start to Not Responding (indicated by everything went freeze and the cursor shows the blue loading circle) and crash, and reload itself. The
same thing happens if I right click an icon in the desktop. it will freeze and starts to reload itself. Can anyone help me to fix this, I can't access my files and the icons are broken and it's frustrating.

This issue might occur, when some of the system files got corrupted.

I would suggest you to try perform System File Checker (sfc) scan and check if it helps.

System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.

To perform SFC Scan, refer to the below link:

Note: Steps mentioned for Windows 8/8.1, will work fine with Windows 10.
