Windows 10: Unable to open command prompt

Hi everyone, I have been unable to open command prompt for past week or so (not sure when exactly it started).

I am using Windows 10 version 1909 (I have all Windows updates installed). I have read somewhere that the issue might be that the user file got corrupted and as a solution, running Windows 10 installation media was suggested. I tried doing that, but it did not work. I am still facing the same issue.


I dont really want to do a factory reset, or anything other that would delete my files, but I am prepared to do it if its only way to fix this issue.


Any help would be appreciated.

Would I just follow the same steps within safe mode after hooking up to the other system?

I am repairing a laptop for a friend and I need to access windows in safe mode and the owner has forgotten the password to the main user. I tried logging on with the administrator profile in safe mode but it is not showing up so I was going to use command prompt in safe mode with command prompt but command prompt will not open when I boot that option. Does anyone have any hints for me to figure this out?

  Are you able to open Command prompt by right click on start button?
  

This issue might occur if the system files are corrupt. And pc is not up to date with Windows updates. Updates are additions to software that can help prevent or fix problems, improve how your computer works, or enhance your computing experience.

If you are unable to open Command prompt by right click on start button. I suggest you to follow the steps to open command prompt from
Task Manager.

  Press Ctrl + Shift + Esc and open
  Taskbar.
  
• 
  Click on File and select Run new task.
  
  
• 
  Check the box Create this task with administrative privileges and type
  cmd in the box and hit enter.
  

Once you are able to open Command prompt (admin) Run a SFC Scan on the system.
