Windows 10: Unable to open device manager in safe mode

Hi, So I've been getting a blue error message on my windows 11 laptop, every once in a while. I followed the microsoft troubleshoot options, and I'm able to try out all options except trying to rollback any devices that might be affecting my device. I need to do this on safe mode however I can't open the device manager in this mode. Could you please help me out?

explorer.exe will not run other than in safe mode


MS suggests:
Once your PC is in Safe Mode, reinstall your display adapter driver.

• Type device manager into the search box on the taskbar, and then select Device Manager.
  
• Expand Display adapter.
  
• Right-click the display adapter and select Uninstall > OK.
  
• Restart your PC.

 

Boot into Safe Mode on Windows 10  


I am stuck in Safe Mode in spite of following all the suggested steps to go back to Normal Startup - Like opening file location of msconfig.exe & running as Administrator. The computer I am trying to get out of safe mode has just been updated from Windows 7.

I understand that as repeating the basic problem. Is that what you mean? I can't tell you why- some sort of corruption- hence all the steps I'm suggesting. Please try each in turn.

The first are to check for basic forms of corruption and so proceed onwards in order.
