Windows 10: unable to open netplwiz

when i try to open netplwiz , it doesnt give me an option to say yes all it says is no as an option. i was trying to put myself back as an admin and do the group thing but when i try to change it back i cant anymore so i dont know what do do but now it wont let me do anything and the local users are gone now and i dont know how reenable everything the way it was. I cant even do a restore point or anything . Does anyone know how to undo all of this? How can i put myself back as an admin? Now it says my microsoft account when i look at my settings I was an admin but when i tried to do a fix and i switched it to something else and now i am just an account instead of an admin , how do i change this ? . Is there an admin account on my pc i can access? Please help

partition is still available. To do so, follow these steps:

• 
  Open
  Command Prompt
  as
  Administrator.
  
• 
  Type
  these following
  commands:
  
  • 
    Diskpart
    
  • 
    List disk
    
  • 
    Sel disk 0
    
  • 
    List partition
    

Check if the
partition
is still
available. If it is, type
exit
to
leave Diskpart
and
run
these following
commands:

Disk Checker:

To run
Disk Checker, type
chkdsk /f /r and hit
Enter.

SFC Scan:  

To run an
SFC scan, follow these steps:  

• 
  Run
  Command Prompt as Administrator.  
  
• 
  Type
  sfc /scannow
  and hit
  Enter.
  

DISM Tool:  

To run
DISM Tool, follow these steps:

• 
  Run
  Command Prompt as Administrator.  
  
• 
  Type the following command:  
  
  • 
    DISM.exe /Online /Cleanup-image /scanhealth  
    
  • 
    DISM.exe /Online /Cleanup-image /Restorehealth  
    

NOTE:
This might take a while to finish scanning.
Do not cancel.

If the issue persists, we suggest that you contact your manufacturer
for further assistance in resetting your BIOS.

Mail app will not open on 10041.

This is the suggested solution below if you haven't already tried it.

In this Windows 10 build 10041, the Mail, Calendar, and People apps may be broken due to a licensing issue with the Store Beta. To get these apps working again, you need to follow these steps:

• Open powershell as administrator
• Run the command Get-appxprovisionedpackage –online | where-object {$_.packagename –like “*windowscommunicationsapps*”} | remove-appxprovisionedpackage –online
• Re-install Mail, People and Calendar from the Store (green tile)

Check how many accounts are present on the system?

When you say startup what are you referring to?

Refer the steps below.

• Try to open User Accounts and check if you have any other account.
• Open Run (Type run in Search or Press Windows Logo Key+X. Click on Run). Type netplwiz and Click OK.

If you find your account then try to switch to that account and check.
