Windows 10: Unable to open settings app to view settings as it crashes

I am unable to open the settings app to view it and access it. It immediately crashes. This started only recently.

Windows 10 Settings App Won't Open

None of these steps work. Without the settings app, creating a new profile is impossible. Also, the steps say to open the store, that app is also unavailable. I am unable to open settings, the store, and also unable to install updates. My computer
constantly tells me that updates are required but the app crashes each and every time.

• Open the File Explorer and try to search for files.
• In the toolbar, open the View tab and click List
  to change the view.
• Once changed, close the File Explorer.
• Open the File Explorer again and try to search to see if the setting has been retained.

Settings App Crash when opening Storage settings or Apps & Features

When I try to open storage settings or Apps + Features, the settings app hangs and crashes. I am unable to uninstall apps from the start menu.
