Windows 10: Unable to register for insider program

Hello, I am trying to download Windows 11 ARM to run on a Mac M1 virtual machine. When I go to the download page https://www.microsoft.com/en-us/software-download/windowsinsiderpreviewARM64 I'm directed to register for the insider program however when I click the "Learn more" button, the registration page doesn't load. I'm logged into my Microsoft account. I can't find any way around this to register and/or download the file. Any ideas?

link. Please make sure that you are registered to the Insider program. Once registered, you can now install the Windows 10 Insider Preview for
your device.

Cannot register for Windows Insider Program

so far what I have succeeded:

1. My account has been registered on the insider program website:





2. However, if I use the same account (not local, an actual microsoft account) in a retailed version of windows 10 try to enable insider program, after to go settings->update->insider program->"get started", I was prompted with a window
asking me to provide a registered account, which is already the account I used after registering on insider program website:





I tried

1. Click the Register button, and attempt to register again, it says





then it went back to the 'get started' page, asking to provide a registered account, like nothing had happened.

2. Switch account, and use the insider account to login again, still the same thing
