Windows 10: Unable to reinstall my old pc

Lately I have been trying to put my Acer Aspire E1-430P back to factory settings, since it is practically not doing anything at all. When trying to do so, it says I need Windows installation or recovery media, which I do not have. Since my laptop won't connect to the internet or even open the start menu, I cannot seem to find a solution to get this installation or recovery media. I do have a Chromebook in my possesion, which I could use to put media on an external storage device, however, I cannot find the right files and/or a way to use my license from my other laptop. Is there anyone that knows how to fix this problem?

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??

 

UNABLE TO REINSTALL OR RESET THE PC

When troubleshooting, answering these few basic questions can help isolate the issue:

• May we know why you reset your PC?
• Are you on an Insider build?
• What other troubleshooting steps have you done?
• When do you get the error message?
• Are you able to go to the desktop before getting the error message?
• Have you tested running your Windows on Safe Mode?

Unable to reinstall a broken app

The time and effort you have put in to resolve the issue is much appreciated.

From the description provided, I suspect that the issue might be user account specific. So, I suggest you to connect a new Local user account to the Microsoft Account to start syncing all your user and app settings and then check if the issue still persists.

But first, you need to disconnect the old user account from the Microsoft Account. Follow the below steps.

• Click Start and then PC settings.
• 
  Click Users and accounts and under your Profile select “Sign in with a local account instead ” option.
  
• 
  Enter the required details.
  
• 
  Type in a Username, Password, and Password Hint that you want set for your Local account and click
  Next. Click on Sign out and Finish button.
  
• 
  It will then prepare your local account and your Microsoft account will be disconnected.
  

Follow the below steps to connect the new user account to a Microsoft Account.

• Click Start and then PC settings.
• Click Users and accounts and under your Profile select “Sign in with Microsoft account instead”
• Type in your Microsoft account email ID and password and then choose
  Sign in.
• In the next step, just provide your old local account password and click on
  Next.
• If you want to set up a PIN, set it up here else click on skip.
