Windows 10: Unable to remove write protection

I'm not able to delete some files in my pc. They're actually in my phone and I'm not able to see them even if I "enable show hidden files" in my phone.So I plugged in the USB cable, went to my phone downloads, and then tried to delete it. But it shows unable to delete because it's write protected. I've even tried some online solutions but it didn't work out. When I try to move it into a folder to make things less complicated, it makes an error sound. I need to remove these files as my phone is filling up in storage.Please Help Me.

Modifying changes in permissions with folders and files requires you being logged in to your administrator account to ensure it will be saved. To help you remove the write protection from folders, follow the steps below:

• Type File Explorer on the search bar then click on the folder you need to change permissions to.
  
• On the menu, click on Share > Advanced security
  > double click on your administrator user profile> Edit >
  Show Advanced permissions.
• Make sure that the category under Type: is set to allow and on
  Applies to: set to This folder, subfolders and files.
• Under advanced permissions, remove the check on Write attributes and
  Write extended attributes. You can also remove the check of the choices you prefer.
• Click on OK then restart your PC.

Unable to remove write protection from folders.

Hello Microsoft. As your OS is completely **** up, and administrator and "full control" does absolutely ****, I need your help. For some idiotic reason, I am unable to remove write protection from my folders. I do NOT want any workaround for this ****.
I want a clear answer, as to how I remove the write protection from a folder. If I do it from the settings, it just reverts itself back.

 

How to Remove Write-Protection from an OEM USB Drive?

I did all that. After I entered, "ATTRIBUTES DISK CLEAR READONLY", I didnt get a prompt stating that the write protect has been removed. But the command prompt stated that disk attributes cleared successfully.

But when I tried to format the USB drive I get a pop up window stating that its still write-protected. Do you have any other suggestions?
