Windows 10: Unable to rename folders. Error 0x80004005: Unspecified Error

Can not rename existing or newly created folders. Error: 0x80004005I started my PC up today and went to create a folder for a new project I'm planning to work on. I went to create folders for this and I got this error message. I tried several times and it would not work. What I've tried:Restarting PCDISM Tool. Scan health -> Restore health -> Start component Cleanup -> sfc /scannow. SFC Scannow has been stuck at 77% for around 20 minutes. I'll update if it finishes. *I also tried changing the names of other file types and they worked* Unsure if this is related but I downloaded a PDF f

"Error 0x80004005: Unspecified error" when renaming folders in Windows 10

I've managed to mess up windows 10, so it produces quite many odd errors.

One of them - even if you try to create new folder and / or rename existing one - explorer produces an error "Error 0x80004005: Unspecified error"





Problem started to manifest after I have used SHChangeNotify function call (either powershell or C#) by changing RoamingAppData / guid 3EB685DB-65F9-4CF6-A03A-E3EF65729F3D.

Reasking same question as in "Unspecified Error" when renaming folders in Windows 10, because I managed to find an answer to this problem.
