Windows 10: Unable to repair my system

When I right click on Start, this is what pops up:C:\Users\ecaro\AppData\Local\MicrosoftWindowApps\wt.exe cannot be accessed by the system

Programs not working

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.

Unable to create System Repair Disc with some files missing on Windows 10

Step 1: I suggest you to run the SFC scan as System File Checker utility in Windows allows users to scan for corruptions in Windows system files and restore corrupted files. If a
Windows Resource Protection (WRP) file is missing or is corrupted, Windows may not behave as expected.
