Windows 10: Unable to resize windows

When I try to resize a window the cursor by clicking and dragging the resize double arrow it only resizes a tiny drop if at all before changing back to the usual cursor. This started a few weeks ago and has gotten worse with time. In addition, the drag causes spurious actions such as maximizing the window or opening a random new tab. I also have difficulty moving windows by dragging them. This makes the operating system difficult to use. Has anyone else encountered these issues recently? A recent Windows Update is my main suspect. I tried changing the mouse

• Does it happen only on one application?
• Which application are you having issues resizing or moving?

In the meantime, we suggest you to run the Windows 10 troubleshooter. Kindly follow the steps below:

• Press Windows key +X, select
  Control panel
• Change the view by option on the top right to
  Large icons
• Click on troubleshooting and click on the
  view all option on the left panel
• Run the Windows Store apps troubleshooter

Suggest you to boot the PC in a clean boot state to check if that helps. A clean boot step will help us determine if any 3rd party service or application is causing this issue.

Unable to resize or move the start window

I just picked up a new laptop with windows 10 build 15063.726 and I am unable to resize or move the start window. I get the double pointed arrow to resize but nothing happens in either direction nor can I move the window to a better place. I can add/delete
tiles or change tile size but not the window. Any suggestions to fix or try?

This is super annoying.
