Windows 10: unable to restart using advanced startup to access uefi settings

as the title describes, i am completely unable to restart from "settings, recovery, advanced startup". for those who are not familiar with the menu i am trying to describe, it's this one. no matter what option i select on that list, my computer turns off, turns back on and waits at a black screen. i can't access anything by spamming F2, F8, F10, or F12 upon startup either. I blame that on windows "fast boot", but I can't get into the bios settings to disable it because of the problem i've described above.. i've installed EasyUEFI so you guys could at least take a look at my disks and boot order information.

Uefi access


When I try to access my UEFI on a Windows 10

1. Navigate to settings. ...
2. Select Update & security.
3. Select Recovery from the left menu.
4. Click Restart Now under Advanced startup. ...
5. Click Troubleshoot.
6. Click Advanced options.
7. Select UEFI Firmware Settings.
8. Click Restart.

The screen goes blank and stays blank for ever, I have to reboot to start windows.
I updated my UEFI/BIOS after upgrading my OS from 8.1 to Win10 I found out later I should have updated the UEFI/BIOS
first then Win10, I have to access the UEFI/BIOS to change the boot sequence to access my USB WD hard drive BACKUP AND RECOVERY Win10
I hope someone can help thank you in advance.

UEFI: American Megatrends Inc. P11-A3 07/16/2015 This is the latest UEFI/BIOS I upgraded to.
I want to reinstall windows 10 and hope this will cure the problem?

uefi firmware settings

I did have UEFI Firmware Settings under settings / update and security / recovery / advanced startup - restart now

and then under troubleshooting /advanced

but it is no longer listed... how can I get the UEFI Firmware settings back into recovery?

General UEFI Question


to access uefi follow these instructions, turn off fast boot in the bios (you cannot access the bios normally in fast boot).

Access UEFI bios through your desktop environment:

1. Click the Start
   
   menu and select Settings.
2. Select Update and Security.
3. Click Recovery.
4. Under Advanced startup, click Restart now. The system will restart and show the Windows 10 boot menu.
5. Select Troubleshoot.
6. Choose Advanced options.
7. Select UEFI Firmware Settings.
8. Click Restart to restart the system and enter UEFI (BIOS).
