Windows 10: Unable to run a full chkdsk, also experiencing issues with shutting down PC

Volume C: \Device\HarddiskVolume5 needs to be taken offline to perform a Full Chkdsk. Please run "CHKDSK /F" locally via the command line, or run "REPAIR-VOLUME <drive:>" locally or remotely via PowerShell.This is an error I found in my system logs in Event Viewer. I figured this was the reason I've been experiencing some issues with my PC as it sometimes doesn't full shut down. I've tried following the steps in this this post, but

Running CHKDSK to fix run as admin issue. Turns out that a few files are corrupted. Wants me to run CHKDSK /f, but the file is NTFS.

Step 1: Boot system in safe mode by following the steps in the below article

Step 2:

Go to Search box next to the Windows icon and type CMD

Step 3:

Right-click on Command Prompt and select Run As Administrator

Step 4:

Type chkdsk C: /F

Type y to accept scan after the restart.

Step 5:

Shutdown your PC "not restart"

Step 6:

Turn PC back on

Let chkdsk check for errors, and the system will reboot.
