I figured this was the reason I've been experiencing some issues with my PC as it sometimes doesn't full shut down. I've tried following the steps in this this post, but

    There is a possibility that you are experiencing this issue due to some problem with the Administrator privileges. For us to effectively assist you, we would like to ask a few questions:

    • Could you tell us if you're logged in as an Administrator when you're trying to run chkdsk on your computer?
    • What is the exact error message that you are getting? Kindly send us a screenshot if possible.

    Meanwhile, we suggest that you try to disable the third-party antivirus software on your computer. After disabling it, try to run chkdsk and check if the issue persists.

  3. Running CHKDSK to fix run as admin issue. Turns out that a few files are corrupted. Wants me to run CHKDSK /f, but the file is NTFS.

    Step 1: Boot system in safe mode by following the steps in the below article

    Step 2:

    Go to Search box next to the Windows icon and type CMD

    Step 3:

    Right-click on Command Prompt and select Run As Administrator

    Step 4:

    Type chkdsk C: /F

    Type y to accept scan after the restart.

    Step 5:

    Shutdown your PC "not restart"

    Step 6:

    Turn PC back on

    Let chkdsk check for errors, and the system will reboot.
