Windows 10: Unable to uninstall Update for Windows 10 x64-based Systems (KB4023057) which was causing...

Ever since Windows 10 x64-based Systems (KB4023057) was automatically updated on 3rd Feb 2019, blue screen errors (stop error) have been occurring to my device. I tried to uninstall this windows update to solve my blue screen error but not successful and saw a message "The Windows Installer service could not be accessed. This can occur if the Window Installer is not correctly installed. Contact the support personnel for assistance".


Then, I tried to unregister and re-register the Windows Installer by typing MSIEXEC /UNREGISTER and then MSIEXEC /REGSERVER, but in the end I still can't uninstall this windows updates, what's the problem with this Windows 10 x64-based Systems (KB4023057) update, and how can I solve my blue screen error if I cant' uninstall this? Can someone help?

The command prompt steps, ran for me, but and repaired my update problem with this error:

Update for Windows 10 Version 1803 for x64-based Systems (KB4023057) - Error 0x80070643.

but now I'm receiving a new one: 2018-11 Update for Windows 10 Version 1803 for x64-based Systems (KB4023057) - Error 0x80246010

yes that worked it reinstalled 2018-11 Update for Windows 10 Version 1803 for x64-based Systems (KB4023057)

thanks for your help, could you tell me how to open App list so if need be I can remove an earlier version of KB4023057
