Windows 10: unable to upgrade Windows 10 Pro version 1803 to 1903

Currently we are on Windows 10 Pro version ver 1803 OS Build 17134.1246, since 1803 has reached end of service, therefore I am trying to upgrade to version 1903.



First phase of upgrade goes fine and it upgrade to ver 1903 and Windows update ask me to reboot, but during reboot I get blue screen asking to choose Keyboard layout but entering or clicking twice it continue OS loading.. then upgrade rolls back automatically to 1803.

I need help to fix this issue



setuperr or setupact logs does not cover that moment of rollback. How I can do a de-bug or mem dump or create log at that specific time during OS loading to pinpoint this issue ? is there any tool or utility to help me trouble shoot ?



Also how can I perform offline upgrade from 1803 to 1903, as I wanted to do it in safe mode but windows update got disabled in safe mode with networking and leaves me no choice

Any thoughts please ?

Unable to update Windows 10 Pro version 1709 to 1803

Have made several attempts to update Windows 10 version 1709 to the latest version 1803 and have not been successful.

I've done the following per some suggestions found online:

• Updated drivers
• Ran the Trouble Shooter for Windows 10 (Errors found were shown to be "Fixed" per the tool)
• Unplugged the printer

Although not at every attempt, I have received the following errors:

• 0xc1900101
• 0x80070643

Can someone please advise me as to what the errors are and provide me with the steps to update Windows.
