Windows 10: Unable to Upgrade Windows 10 Version 1803 OS build 17134.1345 to 1903 or 1909

I have already tried the following:

- uninstalled my antivirus

- turned off windows firewall

- performed a clean boot

- "Dism.exe /Online /Cleanup-Image /Restorehealth" in cmd. No errors found

- "sfc /scannow" in cmd. Windows Resource Protection did not find any integrity violations.

- deleted the SoftwareDistribution folder before performing the update

- deleted the catroot2 folder before performing the update

- ran the windows update troubleshooter and applied the fix

- used Media Creation tool to update

- used ISO file to update


How do I fix this update problem without performing a clean install?

Updating to Windows 10 versions 1903 and 1909

Build 17134.1246 is Windows 10 version 1803 and is up-to-date (for version 1803) including the January, 2020 Cumulative Update.

The best way to upgrade from there is to first download the full version 1909 ISO file using the Media Creation Tool.

Download Windows 10

In Windows 10, you can mount that ISO file by double clicking on it. That creates a new drive letter for it. Then run setup.exe to upgrade.

After this update I can no longer open or access Google Chrome or anything I had saved or bookmarked, How in the world do I get it to open again, really hate to think that several years of info is gone, can someone please help me

unable to upgrade Windows 10 Pro version 1803 to 1903

Currently we are on Windows 10 Pro version ver 1803 (OS Build 17134.1246), since 1803 has reached end of service, therefore I am trying to upgrade to version 1903.

First phase of upgrade goes fine and it upgrade to ver 1903 and Windows update ask me to reboot, but during reboot I get blue screen asking to choose Keyboard layout but entering or clicking twice it continue OS loading.. then upgrade
rolls back automatically to 1803.

I need help to fix this issue

setuperr or setupact logs does not cover that moment of rollback. How I can do a de-bug or mem dump or create log at that specific time during OS loading to pinpoint this issue ? is there any tool or utility to help me trouble
shoot ?

Also how can I perform offline upgrade from 1803 to 1903, as I wanted to do it in safe mode but windows update got disabled in safe mode with networking and leaves me no choice

Any thoughts please ?
