Windows 10: Unable to use task bar, start menu, and other issues

The recent Windows 10 Update has changed how my computer has been functioning; Put simply, whenever I try clicking the 'Start' menu or click the task bar, nothing happens. It does lighten up to show that I'm hovering over them, but clicking them doesn't result in anything happening.


Also, some programs are off limits pretty much, such as the Snipping tool and other programs I've downloaded that I don't have shortcutted on my desktop sometimes even searching for them in the 'Run' tool doesn't work.


I'm also completely unable to access my settings, since it says something along the lines of me not having something installed for me to use it.

For the issues with Start menu, try the below steps.

Step 1: I suggest you to run the below PowerShell command to re-register Start menu and check if it helps.

Follow:

• 
  Right click on the Taskbar and select
  Task Manager from the context menu.
  
• 
  In the Task Manager window, click on
  File and on Run new task.
  
• 
  Type powershell, place a check mark on
  Create this task with administrative privileges and click Ok.
  
• 
  In the administrative Windows PowerShell window, carefully type the below command and hit Enter key from the keyboard.
  

• 
  Get-appxpackage -all *shellexperience* -packagetype bundle |% {add-appxpackage -register -disabledevelopmentmode ($_.installlocation + “\appxmetadata\appxbundlemanifest.xml”)}
  

5. Once the command execution is completed successfully, close the PowerShell window and reboot/ restart the computer.

NOTE: When you are running the PowerShell command, I recommend you to close all the apps on your system and try.

Start Menu and Task Bar not working

Hi,

I've had an issue for several weeks where my Start Menu and Task Bar don't respond (or respond very intermittently) to both left and right mouse clicks. I've searched the net and this community forum, and it appears that this problem has been pretty prevalent
for at least a couple of years.

I've tried the most commonly proposed solutions, e.g.

• The PowerShell as administrator solution, using "
  
  Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}". This just hangs indefinitely, with the progress bar never moving. I've left this for
  over an hour, and seen no movement at all in the bar.

• I've tried the sfc /scannow solution multiple times. The first few times, it just reported that it couldn't find any issues. Recently, it now just says: "Windows Resource Protection could not start the repair service"
  

The only way I've actually been able to temporarily resolve the problem, is by shutting down the PC and then pulling the power cord on the PC. This restores all functionality for the next session, but then the next time I restart or shutdown and then restart
my PC, the Start Menu and Task Bar is broken again.

I've been struggling with this issue for nearly a month now, and it's starting to become incredibly frustrating. This is especially true when it appears that the issue has been ongoing for years, and none of the suggested solutions appear to work. Any help
that anyone can provide would be enormously appreciated, as I'm starting to get incredibly frustrated by this issue.
