Windows 10: Unblocking an app

I am a system administrator and I am having trouble locating an option. Every guide I see to unblock mentions when you right click app>properties>go to general the following option "security" should appear.However, when I follow the steps I do not see the option on administrator accounts or guest accounts. I was wondering if either there is a way to get that option back or where the option is being stored

Based on the error message that you are getting, you can unblock a software by following the steps below:

• Open Internet Explorer, click the Tools button.
• Click Internet Options.
• Go to the Content tab, look under the Certificates section.
• Click on Publishers button.
• Select the Untrusted Publishers tab.
• Select the publisher you wish to unblock and click the Remove button.

howto unblock apps

Every so often a little box comes up saying that some app I have never heard of wants to access the internet and gives ,me a choice to block or allow. I instinctively click block. But I have gone to far and blocked windows store. How do I unblock it. I
know there is a menu hidden somewhere which lists all the apps in the app menu and allows me to block or unblock them with a simple checkbox, but I cannot find it. I once did use it successfully, but I can't remember where it is. The last time I used a google
search foe "unblock app windows 10" to get simple instructions, but now that same search provides nothing useful.
