Windows 10: Undoing something that broke many microsoft apps

Some time ago I was doing some maintenance on my PC and found that several apps listed by my firewall were not in English I think it was Chinese or Japanese. I tried to figure out what was causing the language to display incorrectly, but I couldn't find anything. I hadn't changed or installed anything myself, so I assumed it was a Microsoft update the only thing I allow to auto-update. I didn't know how long the language problem was there so I couldn't just roll back updates. I decided to reach out to the tech support provided by the firewall geekbuddy during a bout of insomnia.
