Unexpected upgrade from .NET Framework 4.8 to 4.8.1 after applying cumulative updates

I recently encountered an issue after applying the KB5037934 update on Windows 11 21H2 x64. Instead of just updating .NET Framework 4.8, the update unexpectedly upgraded the .NET Framework from version 4.8 to 4.8.1. I've also encountered the same issue on Win10 22H2 after applying the KB5036608 update. It seems that both updates are causing the .NET Framework to upgrade from 4.8 to 4.8.1 unexpectedly.Has anyone else encountered this issue? Is this behavior by design? If so, is there any official announcement or documentation from Microsoft explaining this? Any information would be greatly appr

    :)
