Windows 10: Unique lag and non responding windows and task bar?

So I've been having this issue recently where half of my window functions are non responsive/ultra laggy and the other half is fine. So essentially out of nowhere chrome and other windows will experience massive lag where everything is frozen with ~30 seconds respond time(like typing in a search bar, 1 letter takes 30 seconds to appear.) Eventually it just all together stops working except for the minimize button which works normally. The interesting thing is that my bottom task bar quick launches are also bricked but my start menu works completely fine and my desktop as well. That is until I try to open a new window which then also bricks. I can open the task manager which works fine until you pay attention and realize non of the information is moving and updating. Clicking and ending tasks still work but no info is changing, that is until task manager also bricks. And finally when trying to restart off the menu, it'll close some windows and then nothing happens and the start menu bricks. Manually shutting with the power button resets everything no problem but it's starting to piss me off having this happen every 1-3 days. Anyone heard of this issue? Any idea on how to fix it?

task bar not responding

• Have you made any recent changes or installed updates before the task bar stopped responding?
• Was the task bar working after you have created the user profile?
• Have you checked if the issue also exists with the other user profiles?
• What build and version of Windows 10 are you using?

Task Bar, Task manager and apps, all not responding, Windows 10

step 1 worked a dream. Had earlier tried everything suggested in these forums. nothing had worked to solve the problem. The media creation tool as suggested in step 1 did the trick. - it took several hours, but worth it.

ps. original complaint - non responding - and task manager - blank or useless.

 

Throttlestop obsidian not showing readouts in task bar

Hello

I had the previous version of throttlestop installed on a surface pro running windows 10 and it was working beautifully but now I am having trouble getting throttlestop to show temp/cpu reporting in the windows task bar. I have 'Task Bar' checked in the main window but still nothing appears. The check boxes within Options for Notification Area such as CPU Temp and CPU Mhz do not respond when clicked. Am i missing something/is there something else I need to do in order to get throttlestop obsidian to report to the task bar?
