Windows 10: Universal Print - Error sending IPP Get-Printer-Attributes request

There are 2 different Universal print ready Canon printers that are added to Universal Print for testing in our office. We have been able to use them a month ago without any problems, but now print jobs are getting failed on 3 different laptops with different users. It tries to send the document from laptop, but it gives printing error after several seconds. Print jobs never shows up in Universal Print, it is always empty. Error - Printing on Network printer

We have 4 printers on our Windows print server. The server was migrated from win2k3 to 2k8 on friday. 3/4 printers are working great, the other is having issues. When trying to print a test page to it, it gets a job status of Error - Printing.

When sending a small word document to it, it sends it to the printer, the queue is empty but nothing prints. If I goto the printer itself, it doesnt show any errors and I can print things such as information sheets and diagnostic files just fine.

All four printers are the same model, all 4 have a static IP. I can ping the printer successfully. I've tried printing from both an XP machine and the print server itself. I tried removing and adding the printer on the print server. And lastly, uunplugged the printer for 30 seconds, plugged it back in.

Any ideas?

Canon is the first manufacturer to releases Universal Print ready printers, and has an extensive set of printers available today. Canon releases models with native support for Universal Print at a consistent pace and more are expected throughout this year. HP will soon release their new ‘HP for Universal Print’ Workpath app, that delivers integration with Universal Print on all printing devices that support Workpath. The HP for Universal Print Workpath app modernizes the print experience to give users simple, driverless printing. Their target release date is summer 2021.

How to install a second copy of a printer using IPP

I am attempting to install a second copy of a network printer on my Windows 10 Home machine using the steps outlined here:

The problem appears when I try to select the print driver from the list. The printer is using "Microsoft IPP Class Driver," but that is not appearing as an option when installing the second copy. I double checked in Control Panel / Programs / Turn Windows Features On Or Off,
and Internet Printing Client is turned on. (Additionally, I know it's working because the printer is using it and is printing properly.) I already had Windows Update update the list, and I restarted both the computer and the printer multiple times. Neither method helped. How do I get Microsoft IPP to show up in the list so I can install a second copy of my current printer with different default settings?
