A pop up on my PC reads that This devices locked by an administrator. Have any of the administrators sign in to unlockit. Note I am the original administrator.. How do I recover my original sign in PIN etc.

Let's try to make this really simple so you actually try something. Here are 3 steps, already described above. Try Step 1 only, then report the result. Do not try Step 2 or 3 until you've done that. I hope that's clear. Step 1. Already suggested above. Reset services to default. Follow Restore Default Services in Windows 10 Restart PC when done. Report any change. I said this was in the searchable Tutorial section. This is how you search the Tutorial section:
