I could eventually get it to work last night. Here's how. The symptom was caused by the machine itself performing unfinished CHKDSK because of its internal interruption somehow and then following by my romantic long story with sugarless tear above for having Vaio as a long-term partner. I knew from the beginning that the Windows 10 ISO file was the only way out to solve this problem as I had no access to UEFI or any Windows tools/options to fix the laptop. After mounting the ISO to the USB, NONE of the menu options providing seemed to be working including an option to Install Windows was useless. By the way, UEFI is such a pain yet very secure. The Command Prompt was a true hero in this situation. In the beginning, it couldn't find my local C drive and then I tried using:

X:\Resources\CHKDSK /f C:

One magic line made a happy ending story, unbelievable. It started checking from the beginning with progress showing, finished all the process within less than 10 seconds. From my understanding clearing the old interrupted command and execute a new one, then the C drive was finally be found and things went back normal.

I could perform everything I intended to do before that kaboom: create a recovery partition, creating the Windows 10 bootable USB drive in case the former one won't work, and check and repair all corrupted files. Now the machine is working faster than before with no sign of drive failure.
