Windows 10: Unpredictable behavior

If, say, I open Documents in File Explorer, whenever the cursor is in the window, the files start scrolling down to the bottom of the list. It stopsif I move the cursor away from the window.If I open a spreadsheet, the columns begin to scroll out to columns like AXY. It's impossible to use the spreadsheet.If I open a picture, the picture expands to fill up the window of the software used to open the picture.These are problems that have appeared in the last 3 days today is 8/20/21I have been using Windows 10 for several years with no problems.

Prior to November update alt-tab was usable with the November update behavior is unpredictable and erratic. Using Lenovo 520i. What happened Microsoft?

 

Erratum HSD147: Unpredictable Operation at Turbo Frequencies Above 4.0 GHz

Hi,

I wonder if anyone knows anything "more" about this erratum. It only affects a single processor, the 4790K and nothing else. The spec update docs says there is a possible fix with a bios update, but I'm still very curious what could it be which doesn't affects any other Haswell CPU, not even the 4690k.

Problem: Machine check errors, system hangs or other unpredictable system behavior may occur when operating at turbo frequencies above 4.0 GHz.
Implication: The processor may signal machine check errors, hang, or exhibit other unpredictable system behavior.​
