Windows 10: Unresponsive windows home screen on startup

My lenovo yoga 510 is not responding upon startup. I can move around the pointer and the animations and everything work fine except for the Taskbar. But even outside the Taskbar, I'm not able to open anything except for task manager.
When I hover over the Taskbar, the pointer becomes that loading icon and I can't do anything. In the past, I used to repeatedly click on the Taskbar or restart windows explorer through the Taskbar until it worked. But now even that isn't working and I'm not able to do anything.

Please help me as I am extremely frustrated right now as this has been a problem for months now and there's some work I need to be doing on it.

I'm not sure how to do that. Could you list the steps for a noob?

Touch screen unresponsive after driver update

Dell SX2210T Flat panel touchscreen monitor unresponsive to touch after Automatic update of "NextWindow driver update for NextWindow 1950 UCS Compliant Touch Screen" in Windows 10.10240 and Tech preview 10.10525.

This is the wrong driver for this touchscreen but I am unable to find a means of uninstalling it.

It is not listed in the list of installed updates.

The correct driver is shown in Device manager for the screen.

Any suggestions please?
