Windows 10: Unwanted URL keeps popping up

I start up clicking on Bing - Google Chrome --https://www.bing.com/?PC=E665--

I then go to --New incognito window—usually to sites that don’t seem to work well on Microsoft

After this, an unwanted URL site pops up covering my entire screen

The URL is -- hp.myformsguru.com/adprovider=appfocus1&i_id=forms…… --

THE URL CONTINUES ON

Where to go from here?

> At the end of the list select advanced settings.

Have a new computer, Windows 10, love it but have an ad for Internet Auto Guide that keeps popping up. Have it listed to be blocked but still pops up. Why?
