Windows 10: Update 1803 to 1809 always fails, undoing the changes after first reboot

The last time a feature update succeeded on my Dell tower was in July of 2018. Other machines in the household have updated to 1809 with no such roll-backs. Something about the Dell machine is causing the "undoing changes" behavior. The update program apparently knows what that reason is for the "undo". How can I as the system owner determine what caused the roll-back?

October 2018 1809 Fails to install, Undoes changes at 16% progress

So I've been trying to get onto 1809 from 1803, Check for Updates thinks I'm up to date though I am not, whatever. I'm using W10 Update Assistant downloaded from the October 2018 update page instead, it sees there's an new version available (1809), downloads
it and installs fine.

I then restart as instructed and the update progress bar reaches 16%, it then reboots and goes to 'Undoing Changes', reboots again and I'm back on 1803, update failed, no error message or anything.

I've tried clearing the update 3-4 times now with clean update files, restarting W10 update services and running the update troubleshooter, none have fixed my issue.

What am I doing wrong here? I thought this update was made public yesterday, seems like the updater is flat out refusing to continue.

 

Windows 10 1809 update "Undoing changes"

I recently got the update installer for Windows 10 version 1809 and once it installed, it would restart then go to the updating windows screen. It would get about 15-16% done then it would restart. Upon rebooting, under the loading circle it would say undoing
changes. I tried installing the update twice and both times it said undoing changes. After checking winver, it still said it was on version 1803. If you could possibly help me figure out what went wrong, that would be awesome! Thanks!

Automatically undo changes while updating 1809

I'm trying to update my Windows from 1803 to 1809 using Windows 10 Update Assistant. The assistant can finish its job normally and acquired me to reboot the system. After the system was rebooted, the screen showed that the system is updating, but when the
process reached about 10%, the system rebooted again and a line of white words on the black screen wrote "Undoing changes made to your computer". After another reboot I entered the system, but the version is still 1803.

I've tried to delete the .esd file in C:\Windows10Upgrade and re-download the update using Update Assistant, but the problem still exists. I also tried sfc /scannow in command prompt, and it showed that there is nothing to fix in my computer. How can I deal
with this problem? Thanks!
