Windows 10: Update 9/2019 Lost All Favorites and Toolbar Web Shortcuts

Got the update. It opened notifying it was a new version. My favorites and tool bar shortcuts are gone. What to do?

Lost My Favorites Toolbar

I was trying to get rid of the items in my favorites toolbar that kept coming back after I deleted them. I googled that and got some sites that suggested to go to the properties of my toolbar and check both read and hidden attributes and apply to fix the
problem which I did. What happened made me sick. I lost my favorites toolbar and everything it contained. When I go to my favorites and attempt to organize, the favorites toolbar folder is gone. Is there any way to retrieve my favorites toolbar?

  Does that mean that you have missed the Favorites or the Favorites toolbar itself from the Internet Explorer?

If the Favorite toolbar itself is missing from Internet Explorer, you may try reset Internet Explorer and check if that helps to resolve the issue.

I suggest you to reset Internet Explorer and check if the issue is resolved.

If the favorites are missing from the Internet Explorer, I suggest you to check if the lost favorites are found under C: > Users > Favorites.

Assuming that Drive C: is the location under which the Operating System is installed.
