Windows 10: Update and shut down. Nothing but background loads

I noticed I had a Windows update so I clicked update and shut down and left for work. I came home loaded up the computer everything loaded fine. I typed in my passcode and nothing loaded but the background picture. I tried the restart and hard shut down when the windows loaded I did the windows check up I even found an option to delete recent update. None of that helped. Please tell me what to do. The picture with a white background is what happens when I click on anything and then it disappears immediately

control which apps are allowed to run in the background. To see which apps have permission, just follow the below steps:

• Open the Start menu or Start screen and select “Settings.”
• Click or tap the “Privacy” icon in the Settings.
• Scroll down to the bottom of the list and select “Background apps.”
  
• You’ll see a list of apps that have permission to run in the background with an “On/Off” toggle.

Just bear in mind that, apps normally run in the background to update their live tiles, download new data, and receive notifications. If you want an app to continue performing these functions, you should allow it to continue running in
the background.

Still can't reproduce. Could you please post the exact BIOSes that produce the issue?

 

geforce experience takes an age to load..

Well that's why I asked. Mine is on SSD and takes 11 seconds. Your list of games will not appear if it has not checkd for updated suggested settings for awhile until it checks.

When it says it is refreshing the game list, it is checking, because NVIDIA periodically updates suggested settings. Plus it will look for those for new games you have installed.

So, the less it is run, the slower it will be.
