Windows 10: update error 0x80070643 applying 05-2023 update for Win10 version 21H2

I have an older laptop that I need to update. I'm trying to catch up on updates and encounter update error 0x80070643. The update shows the download at 100% but immediately fails when trying to install.One of the first suggestions is to increase the size of the WinRE partition, but when I follow the instructions for KB5028997 I get the following error:C:\WINDOWS\system32>reagentc /infoWindows Recovery Environment Windows RE and system reset configurationInformation: Windows RE status: Enabled Windows RE location: \\?\GLOBALROOT\device\harddisk0\partition6\Recov

2023-05 Update for Windows 10 version 21H2 x64 based system (KB5001716)- Download error 0x80070643

My computer is receving a Download error of 0x80070543 for 2023-05 update for Windows 10 version 21H2 x64 based system (KB5001716) when it tries to do it's automatic update. I have an HP laptop. I checked the download/update history today and this started in October of 2023 but I didn't notice till I got the Error code today. In checked the history I found that is shows that is was already successly installed in June of 2023. I ran the Troubleshooter but that didn't clear it. I checked the Microsoft catalog and this is not even listed. Is this trying to force me to Windows 11 which I DO NOT WANT. How do I clear error?

Try to apply the update manually As suggested by Microsoft. I just wrote a
step by step guide.

However be sure that the update itself is downloaded and that the installation part is failing, and not the downloading part.
