Windows 10: Update from 1909 to 2004 fail for Error 0xc1900209

I trry to update windows 10 pro from 1909 to 2004 and i receive a message that need my intervention and after an alert for a problem 0xc1900209.
I use SetupDiag and V2 Log collector and i upload the file zip here

1809 update to 1909/2004 failed，error code: 0x80004005 - 0x60016

OS version: Windows10 Home 1809

I used Windows update, MediaCreationTool1909, ISO file and USB install for updating to 1909 but all failed. Then I switched to Insider Preview and tried to update to 2004 but still failed.

After going thru all suggestions - Windows update is still failing.

I am updating from 1803 to November 19 update 1909.

Third party Antivirus is removed.

Executed Widnows update diag program wu10.diagcab

Using Windows standalone updater: Windows10Upgrade9252.exe

Executed the steps suggested by Jeffrey.

Error is not yet resolved.

Windows 10 update error 0xc1900209

I am getting this error, 0xc1900209, every time I try to run the latest Windows 10 update. It says that I need to uninstall Trend Micro 2016 but the problem is I cannot uninstall the program. It is not listed in the Apps or
the Start Menu. How do I uninstall a program that I cannot find?
