Windows 10: Update page says computer doesn't meet minimum requirements - PC health check says it does???

What do do if PC health check says my system meets the windows 11 requirements but windows update claims it does not?

basically the title, I go into the windows update app and it tells me "This PC doesn't currently meet the minimum system requirements to run windows 11" then it suggests to see if there are things I can do in the PC Health check app.

when I open the PC health check app and click the check now box under "introducing windows 11" it says "This PC meets windows 11 requirements"

does anyone know what I can do to proceed with updating to windows 11?

Windows Update says my PC doesn't currently meet the minimum system requirements to run windows 11 even though PC Health Check says that my device meets all the requirements. How can I fix it?

Also, if I managed to get it ago for updating to Windows 11. Can I do the update without losing my installed programs and other files?

PC Health Check App says my computer is compatible for Windows 11, but Windows update says it is not

This question has been asked, and responded to/closed multiple times, but the basic query has not been answered. Why does Windows Update continually say I don't meet the minimum requirements, but PC Health Check does? It's not a "wait a couple of days" thing as has been answered in the past; this discrepancy has existed for months for me.
